The inspection reports are required at each change of tenancy and are to verify that the previous tenant has not damaged or changed the heating and plumbing system in any way.

It will be up to you to prove that the heating and plumbing system installation was fit for purpose at the time of renting, and that the responsibility lies elsewhere.
